This is the part most homeowners are unsure about. Here is how the City of Kirkland handles it, and what we do about it: we tell you which category your roof falls into during the estimate, before you sign anything. When a permit is required, we pull it and schedule the inspection.

A permit is usually not required if:

Your home is a one- or two-family dwelling and the work is like-in-kind re-roofing: same type of covering, and the roof sheathing is not removed or replaced.

A permit is required if:

The job touches structural elements. That includes removing or replacing sheathing, adding or moving skylights, or adding or moving rooftop mechanical equipment.

Plan review is required on top of the permit if the job involves:

Changing the roof pitch. Increasing the roof or parapet height. Adding or relocating rooftop mechanical units. Adding or relocating skylights. Adding foam insulation on top of the roof sheathing.

Full tear-off is the default

The existing roofing has to come off before the new roof goes on. There are only two exceptions: there is only one existing layer, or a structural engineer confirms in writing that the framing can carry the extra weight.

Cedar shake to composition needs new plywood

If your home still has cedar shake and you want asphalt or composite, new sheathing is part of the job, which also means the job needs a permit.

Do I need a permit to replace my roof in Kirkland?

Not always. Like-in-kind re-roofing on a one- or two-family home does not require a permit as long as the roof sheathing is not removed or replaced. Once the job touches sheathing, skylights, or rooftop mechanical equipment, a permit is required. We tell you which one applies during the estimate.

Can you roof over my existing shingles?

Only in one situation: if there is exactly one existing layer. Kirkland requires the existing roofing to be fully removed otherwise, unless a structural engineer confirms the framing can carry the added weight. In practice, we recommend a full tear-off regardless, because it is the only way to see the condition of the wood underneath.

How much does a roof replacement cost in Kirkland?

It depends on the size and pitch of the roof, the material you choose, how many layers have to come off, and what condition the sheathing is in underneath. Is metal roofing worth the extra cost in the Pacific Northwest?

Over that period it typically costs less than replacing an asphalt roof twice. If you are selling in the next few years, asphalt may make more sense.

What is the difference between a roof repair and a full replacement?

A repair addresses a specific problem such as a leak, damaged flashing, or a section of missing shingles. A replacement makes sense when the roof has reached the end of its material life, when there are leaks in several places, or when the sheathing underneath has taken on water. We will tell you honestly which one your roof needs.

What happens if you find rot under my old roof?

You get a photo and a price before we do anything about it. Soft or water-damaged sheathing has to be replaced, because a new roof over bad wood will fail, but you decide with the facts in front of you rather than after the work is done.

Are you licensed and insured?

Yes. ShieldPro Roofing is licensed, bonded and insured in Washington State. We will give you our license number and certificate of insurance with the estimate.

Do you offer a warranty?

Yes, a 5-year installation warranty that transfers to the next owner if you sell. Manufacturer warranties on the materials are separate and typically much longer.
