Seattle roof permits: what actually applies to your job

This is the part most homeowners are unsure about. Here is how the Seattle Department of Construction and Inspections (SDCI) handles it, and what we do about it: we tell you which category your roof falls into during the estimate, before you sign anything. Pulling the permit and handling the city paperwork is not included by default, but we can take care of it for you for an added cost if you would rather not deal with it yourself.
Requirements come from the Seattle Department of Construction and Inspections and the Seattle Residential Code, and can change. We confirm the current rules for every job.

A permit is usually not required if:

Your home is a one- or two-family house or townhouse, the reroof does not change anything about the building envelope besides insulation, and any new insulation is at least as good as what is already there.

A permit is required if:

The job changes the building envelope in any other way, or it is on a commercial or multifamily building, or a residential repair covers more than 500 square feet.

What the permit actually checks:

Mostly energy code compliance, that your new roof's insulation meets current standards. A straightforward reroof permit does not need an on-site inspection. Once the job is done, we file the city's Affidavit-Roof Replacement to close it out.

Full tear-off is required once you are past one layer

Seattle only allows a roof recover, installing new roofing over what is there, when there is exactly one existing layer, it is not water-damaged or deteriorated, and it is not slate, clay tile, cement tile, or asbestos-cement tile. Two or more existing layers means the whole roof comes off first.

Metal can sometimes go over existing wood shake

Seattle code allows installing new metal panels or metal shingles directly over an existing wood shake roof without a full tear-off, as long as the wood shake is first covered with an approved fire barrier layer. It is one of the real advantages of choosing metal over composition, and something we check for on every estimate.

Do I need a permit to reroof my house in Seattle?

Not always. If your home is a one- or two-family house or townhouse and the reroof does not change the building envelope beyond insulation, no permit is needed. Can you roof over my existing shingles?

Is metal roofing worth the extra cost in the Pacific Northwest?

Usually, if you plan to stay in the home. Aluminum does not rust, sheds moss and debris better than asphalt, and lasts 40 to 70 years compared to 20 to 30 for asphalt. Over that period it typically costs less than replacing an asphalt roof twice. If you are selling in the next few years, asphalt may make more sense.

What is the difference between a roof repair and a full replacement?

A repair addresses a specific problem such as a leak, damaged flashing, or a section of missing shingles. A replacement makes sense when the roof has reached the end of its material life, when there are leaks in several places, or when the sheathing underneath has taken on water. We will tell you honestly which one your roof needs.

What happens if you find rot under my old roof?

You get a photo and a price before we do anything about it. Soft or water-damaged sheathing has to be replaced, because a new roof over bad wood will fail, but you decide with the facts in front of you rather than after the work is done.

Are you licensed and insured?

Yes. ShieldPro Roofing is licensed, bonded and insured in Washington State.

Do you offer a warranty?

Yes, a 5-year installation warranty that transfers to the next owner if you sell. On PermaLock aluminum shingle jobs, the manufacturer's own warranty is separate and longer: it covers the roof for as long as you own the home, and it transfers to a new owner as a 50-year warranty from the original install date. It also covers fading and chalking for 40 years.
